The Options Clearing Corporation is a systemically important financial market utility — the central counterparty for options and futures markets in the United States. When OCC undertook a major data center migration, the stakes for on-time delivery were high. What they encountered instead were significant delays: servers that hadn’t been built, provisioning processes that couldn’t scale, and fragmented coordination across the teams responsible for delivery.

A data center migration at this scale is a sequential dependency chain — every unbuilt server and every misaligned team becomes a blocker for everything downstream.
